It is only within the last 3 years that we have been classified as a "Free" country.
According to the 2006 Index of Economic Freedom, we are ranked 12th and have a score of 1.85. This is the lowest score Canada has in the last 11 years.
Prior to 2006, Canada's score was greater than 2, classifying Canada as "Mostly Free".
When I first stumbled upon this revelation I was somewhat distrubed, spawning my interest to investigate further. Though my text wasn't current, it wasn't that far off consider this is the first year it has received the title of "Free".

What's the definition of "Free"?
According to the 2006 Index of Economic Freedom (link available in my post), they are looking specifically at economic freedom.
According to the Index, countries are classified as Free, Mostly Free, Mostly Unfree, and Repressed. Countries' freedom is ranked based on the following categories: Trade Policy, Fiscal Burden, Government Intervention, Monetary Policy, Foreign Investment, Banking and Finance, Wages and Prices, Property Rights, Regulation, and Informal Market.
